MEMORANDUM OF UNDERSTANDING

JOINT STATEMENT OF PRINCIPLES:

The Mayor and Council of Rockville, the Department of Recreation and Parks (“the City”) and the Rockville Football League (“the League”) desire to continue working together as they have the past decades to provide a football program for youth in Rockville and surrounding communities at City facilities.

 

The City recognizes that the League has supplied Rockville and surrounding communities with an well-organized, well-equipped, and high quality football program that has met the growing demand for youth recreational opportunities over the years through volunteer leadership, coaching, and support.

 

The League recognizes that the City has made a quality all-volunteer football program possible by granting permission to use City fields and facilities and by its generous provision of services and support to the League and its program.

 

In consideration of the above, the City and the League will abide by the following agreement in carrying out their respective roles.

 

THE CITY AGREES;

·         That it will allow the League to provide youth football services to Rockville and surrounding communities consistent with the Youth Football League Model and Constitution, By-Laws, and Division Playing Rules of the League.

 

·         That the City liaison with the League will be the Department of Recreation and Parks, which will advise the League of City policies and procedures which will affect its planning and operations.

 

·         To designate a Department of Recreation and Parks employee to serve as representative to and liaison with the League, to participate in the Leagues’ general and executive board meetings, and to provide the League with appropriate information and advice.

 

·         To support the football program by making City facilities available to the League as follows:

 

football fields and associated buildings at Dogwood Park;

practice fields in other locations throughout the City;

supporting facilities, including warehouse space and meeting rooms.

 

·         Every reasonable effort will be made to make enough existing and lighted fields available to accommodate the League’s program and scheduling needs.

 

·         To maintain the facilities described above, both day-to-day and long term, and to set and enforce daily usage policies based on weather conditions and other considerations.

 

·         To provide officials for all League games.

 

·         To provide administrative, clerical, and training assistance and support to the League, including:

information, advice, and recommendations concerning fees, field availability, scheduling, and player safety etc;

 

·         Rulings on age exception requests and mainstreaming disabled participants, office and clerical support; promotional assistance.

 

·         Assistance in complying with requirements for coaches training, certification, and criminal background checks.

 

·         To supply field equipment (down marker, chains, scoreboards, etc.) and assist the League in procuring Tackle Division football jerseys, mouthpieces, and other necessary equipment.

 

·         To provide the League with at least one opportunity a year to present and discuss the League’s needs for additional fields, facilities, or support for possible inclusion in City budgets.

 

·         To work cooperatively with League representatives to resolve complaints from the public, parents, or coaches that are brought to the attention of the City.

 

·         That every reasonable effort will be made to make enough existing and lighted fields available to accommodate the League’s program and scheduling needs.

 

·         To allow the League to have the sole authority to recruit and assign officers and coaches to positions and teams, to assign players to teams, provided that the League uses a method of system that is agreeable to the City and that the League agrees to consider exceptions in extraordinary circumstances.

 

·         To give the League reasonable notice before changing eligibility requirements for participation in City Recreation and Parks programs.  In general, reasonable notice will mean no later than March 1 of the year preceding the playing season in which the desired eligibility change is to take effect.

 

·         To cooperate with the League so as to allow the League to raise funds for equipping and operating its football program.

 

·         To monitor the growth of all sports and ensure that no one sport becomes a year-round effort that adversely impacts other sports.

 

·         To use its best efforts to give the League at least six months notice before suspending or terminating its usage of any or all City facilities, except in emergencies or other highly unusual circumstances.

 

THE LEAGUE AGREES TO:

 

·         Continue providing youth football services to Rockville and surrounding communities consistent with the Youth Football League Model, its Constitution, By-Laws, and Division Playing Rules, and in accordance with eligibility criteria, safety standards, and training and certification standards that may be set by the City, including:

 

Recruiting coaches, sponsors, and League officers;

 

Enrolling players and assigning players to teams;

 

Providing and issuing helmets and jerseys to Ankle Biter, Pee Wee, Intermediate and Junior Division Teams.

 

Providing and issuing team shirts/jerseys to Flag Division teams:

 

Providing and issuing shoulder pads, helmet accessories, pads (as needed basis) to teams;

 

Administering the football program, including collecting required fees and maintaining required documents;

 

Operating an on-field playing program, including practices, games, and tournaments;

 

Providing recognition for coaches and players, including souvenir programs, photos, and awards.

 

 

·         Operate in accordance with the terms and conditions of its Constitution and By-Laws and to consider and act upon all City requests for changes in the League’s Constitution and By-Laws and Division Playing Rules, and to provide the City with current copies of the documents at all times.

 

·         Engage only in providing a youth football program for Rockville and surrounding communities.

 

·         Make its financial records available for inspection by the City within 15 days of a written request.

 

·         Adopt fees and scholarship programs that conform to City requirements.

 

·         Incorporate City requirements in annual player, parent, and coaches agreements and to validate players ages.

 

·         Consult with the City in advance and as the season progresses concerning the number, location, and origin of teams that will be participating in the League’s playing program each year.

 

·         Establish and maintain a system for recruiting, training, certifying, and evaluating coaches and for assigning players to teams that are fair and that meet other standards and requirements set up by the City, including age grouping requirements.

 

·         Work cooperatively with the City representatives to resolve complaints from the public, parents, or coaches that are brought to the attention of the City.  The League further agrees to support, participate in, use and bide by the decision of a Youth Sports Board which will have the authority to arbitrate any disputes between the City and the League which cannot be resolved through normal discussions.  The Youth  Sports Board shall consist of five members with one representative from the League, one representative form the Rockville Baseball Association, two representatives from the Youth Sports Subcommittee of the Recreation and Parks Advisory Board, and one representative appointed by the Mayor and Council.

 

·         Conduct open, scheduled meetings as required by its Constitution and By-Laws and to notify the City representative of such meetings.  Meetings will be closed only to discuss sensitive personnel matters and subjects for which due process requires confidentiality.  The City staff representative will be allowed to remain in executive sessions.

 

·         Provide the City with an annual financial statement within 60 days of the end of each fiscal/calendar year.

 

·         Use its best efforts to notify the City at least six months in advance of any proposed change that would consitiute a substantial modification of this Memorandum of Understanding, including termination.
